The Prabowo-Sandi success team: Don't compare Cipali with Simpang Semanggi
Topik Digital. Jakarta - Statement of candidate vice president number 02 Sandiaga Uno about his promise to build a toll road has the support of the Prabowo-Sandi Winning Body (BPN).
BPN Spokesman Prabowo-Sandi Suhendra Ratu Prawiranegara said the concept of infrastructure development to be implemented by Sandiaga Uno was right. An example is the Cikopo-Palimanan Toll Road (Cipali) project which can be built without debt.
According to Suhendra, the involvement of the private sector in investment in toll roads has also been regulated by laws and regulations, specifically Law Number 38 Year 2004 concerning Roads, and Government Regulation Number 15 of 2005 concerning Toll Roads.
"So far, the private sector has been involved, only unfortunately later in the Jokowi era, it was as if the role of BUMN was very prominent in the construction of toll roads," Suhendra said in his statement on Thursday (1/3/2019).
He explained, one of the mistakes in the construction of the Jokowi era toll road was by giving assignments to SOEs through the mechanism of the State Capital Participation (PMN) that was planned.
"Surely this is very burdensome to the State Budget. How is it possible if using the PMN funding mechanism does not burden the country's finances? Because of course trillions of state budget funds are disbursed to the BUMN," Suhendra said.
So from that continued Suhendra, the idea of Sandiaga which was totally independent of the state budget was a solution for the country's finances which were increasingly burdened with debt.
"So that the state budget can be focused on building other road infrastructure such as national roads, regional roads that are still heavily damaged. This is among others what is meant by Bang Sandi. Do not sell out the state budget in building infrastructure," he said.
On that occasion, Suhendra who once served as Special Staff of the Minister of PUPR also criticized those who compared the concept of Sandiaga by Ahok when building the Semanggi Interchange.
According to him, this is clearly inappropriate and misguided in thinking. Because, the policies taken by Ahok should be suspected of violating many laws and regulations. Among them are the Law on State Finance and Law No. 1 of 2004 concerning State Treasury. As well as crashing the Presidential Regulation on Grants. State / Regional Revenue and Expenditures and also about Grants that must be recorded in the APBN / APBD.
"Has Ahok been doing this at that time? Because this mechanism must get approval from the DPRD. These facts must be checked," he said.
"So it is not right to compare Ahok's policy with the idea of Sandiaga Uno. Moreover, Ahok's policy should be suspected of violating the laws and regulations," Suhendra concluded.
